English

Digitalization has often been treated as a unified construct in the entrepreneurship literature, while previous research has largely overlooked how its distinct dimensions interact differently with the institutional context. Using a disaggregated approach, this study decomposes digitalization into three core components: connectivity, internet use, and digital technology integration, and examines whether these components have heterogeneous effects on total early-stage entrepreneurial activity (TEA) and whether institutional quality asymmetrically moderates these effects. Panel data from 41 developed and developing countries over 2007 to 2023 are analyzed using the System Generalized Method of Moments (System GMM) estimator to address endogeneity and account for the dynamic nature of entrepreneurship. The findings show that all three digital components have positive and statistically significant effects on entrepreneurship, although their magnitudes differ, with connectivity emerging as the strongest direct driver. Institutional quality also asymmetrically moderates these effects. In particular, its moderating effect on digital technology integration, the most advanced layer of digitalization, is large and statistically significant, whereas its effect on connectivity, the infrastructural layer, is considerably weaker. Marginal-effects analysis further shows that in environments with weak institutional quality, connectivity generates the highest returns, while as institutional quality improves, digital technology integration yields the greatest payoff. These findings have important policy implications: countries with fragile institutions should prioritize investment in communication infrastructure, whereas economies with stronger institutions should encourage the deeper integration of advanced digital technologies into businesses. This study moves beyond one-size-fits-all approaches to digital development and offers an institutionally tailored framework for policymaking.
