This paper seeks to explain the success of China’s state-led economy by focusing on its automotive industry, offering a novel explanation to resolve a paradox emerging within conventional economic theory—namely, the contradiction between orthodoxy’s rejection of state ownership on incentive grounds and the demonstrable success of China’s automotive sector despite extensive state ownership and intervention. Employing a historical case study methodology grounded in the Developmental State Theory, the study investigates the fundamental drivers of this success. Empirical data were compiled and analyzed from historical records across three analytical tiers—the sectoral, macroeconomic, and political-governance levels—evaluating dimensions such as industrial policy, industrial clustering, investment financing, distinct joint-venture modalities, and institutional features of the planning and governance system. The findings reveal that state ownership does not inherently engender inefficiency when the state possesses robust policy capacity and embodies the tenets of a developmental state. Instead, through targeted industrial policy, strategic resource allocation, financing mechanisms, and the recalibration of state-business relations, the state can cultivate the essential prerequisites for technological development and competitive capability. Consequently, the ascent of China’s automotive industry is best understood not by discounting the state’s role, but through the quality, strategic orientation, and institutional alignment of state intervention with prevailing ownership structures.
